Digital democracy

Modern technology is providing more ways for residents to contact Hull City Council.
The city's first-ever e-forum took place in the Derringham ward in January, when residents were given special numbers to contact councillors and council officers either by text, phone, or online.
The e-forum, which ran for four days, was a chance for residents to make comments and ask questions about issues in their neighbourhoods – and to receive prompt responses.
"The number of people who participated was considerably higher than the average attendance at a traditional ward forum meeting," said community participation officer Leslie Adams.
"The weather at this time of year often deters people from turning out to attend meetings, but as a result of the e-forum, 12 people have contacted their councillors for the first time."
One resident who used the e-forum was Mrs Sheila Morley, of Nelson Road, who rang with a query about some cut weeds which council workmen had left near her gate.
"I was told it was work in progress, and the men came back and collected the weeds within a couple of hours," said Mrs Morley.
"But the good thing was I was able to speak to someone who knew what I was talking about."
