Hull residents are being urged to apply to a scheme which could save them up to £240 a year on bills.
The scheme, known as Hull Warm Zone, provides free or subsidised cavity wall and/or loft insulation.
It also helps residents access free and subsidised grants to have central heating installed.
"There's no need for people to suffer the cold," says Katie Welsh, of Hull Warm Zone.
"Our scheme is open to home owners and private tenants.
We offer loft and cavity wall insulation for £75 each, or free for people on benefits."
Meanwhile, a new partnership called Hotspots has been formed to help target homes which could benefit from Hull Warm Zone.
Partners include Hull City Council, NHS Hull, Age Concern and the pensions and fire service.
Warm Zone has helped more than 12,000 householders since it was set up in 2001.
