KIDS parent partnership service
We provide independent information, advice and support to parents and carers of 0-19 year-olds with special educational needs. Land and premises We have a range of property and land to let for a variety of different uses in and around the city, from large development sites to retail and office space.
Language unit
We provide specialist speech and language teaching and weekly speech therapy to children with specific speech and language difficulties.
Leaf fall
We clear leaves from roads in Hull during the months of October, November and December.
Legal services
This service advises council staff and councillors on the legal aspects of any issues or initiatives that the council may be involved in.
Leisure and free time support services (LAFSS)
We support parents of children with disabilities by providing leisure and social opportunities after school, at weekends and during school holidays. We also help disabled children and young people to use local sports facilities and participate in sport with their families.
Libraries and information
Our libraries across the city provide a range of services including the loan of books, CDs and DVDs. Free computer and Internet access is available in all libraries. It's free to join and no ID is required.

We are responsible for a range of licenses and permits and can give advice on the following services:

Listed buildings
We are responsible for enforcing legislation on buildings that have been listed by the Department of the Environment as being of special architectural or historical interest. Grants may be available for certain repairs to the exterior of listed buildings.
Litter bins
We provide, empty and maintain 2,800 litter bins across the city.
Local businesses
We support local businesses as well as those wanting to relocate to the city, to create employment and inject wealth into the city's economy. The business support team provides information, guidance, and advice on a wide range of issues, advising local business on how to achieve business growth, generate inward investment for Hull and increase employment opportunities for local people.
Lost and stray dogs
We respond to reports of stray and lost dogs, as well as dealing with animal boarding establishments, microchipping and dog neutering.
Markets
The city is home to an historic indoor market situated in Trinity Square. Throughout the year special events such as Farmers Markets and Continental Markets are held in the city centre.
Meals on wheels
We can provide meals on wheels if certain criteria are met. Needs are assessed by a social services officer, using the community care assessment form. If the criteria are met, a care plan is then drawn up saying what the needs are and who will provide the services required.
Mental health
Community mental health services in Hull are provided by the council and the Humber Mental Health NHS Trust. If you are experiencing mental health problems you should consult their GP who may, if appropriate, refer you to the mental health service.
Minority ethnic achievement team
We support schools to improve the achievement of all minority ethnic pupils, including asylum seekers and refugees, especially for those who learn English as an additional language (EAL), or who may be at risk of under achievement.
Mortuary
The mortuary, based at Hull Royal Infirmary, is responsible for establishing the cause of death by post mortem examination and liaising with the coroner and Humberside Police.
MOT testing
We provide public MOT testing facilities for vehicle classes 4, 5 and 7 at Stockholm Road on the Sutton Fields Industrial Estate. Ministry rates and terms apply.
Museums and galleries
Admission is free to get into Hull's award-winning museums and galleries which include the Arctic Corsair, Ferens Art Gallery, Hands-on-History, Hull and East Riding Museum, Hull Maritime Museum, Spurn Lightship, Streetlife Museum, Wilberforce House Museum and Ferens Art Gallery.
Music team
We provide music support to primary, secondary and special schools in Hull and also to further education colleges. This support includes instrumental tuition, curriculum support, concerts, workshops and commissioned projects. Look out for the new Albemarle Music Centre opening soon in Ferensway built as part of the St Stephens development.
