Health and safety
The council is the enforcing authority for over 5,000 workplaces in Hull, including shops, offices, pubs and warehouses.
We aim to:
- Encourage employers and employees to pursue the highest standards of health and safety in the workplace to minimise the risk of accidents and increase business competitiveness.
- Ensure the safety of the public whilst attending entertainment and sporting events by the enforcement of health and safety law and entertainment licence conditions.
We also investigate workplace accidents, dangerous occurrences at work and related illnesses reported by a victim or their friends and relatives.
The council routinely inspects workplaces to ensure risks to health and safety are properly controlled. Visits are unannounced and we may take a range of actions to deal with any problems that are found.
Hearing impairment
The council’s sensory impairment team provides a comprehensive service to people with hearing loss to help them live as independently as possible. Support includes a needs assessment, home adaptations, and a care plan. The service covers all age groups.
Highway maintenance
The council has the responsibility for inspecting and maintaining all adopted highways within Hull, except for the A63 and A1033, including Clive Sullivan Way, Castle Street, Garrison Road and the majority of Hedon Road. This amounts to 837km of roads and 1,497km of footway.
Holiday projects
We provide grants to holiday projects throughout the year for young people aged 0-25, run by community and voluntary groups.
Home care support
The council provides a range of home care services that offer personal and practical assistance to people assessed as needing it.
Home education
Parents can educate their children at home but must make sure all educational needs are met and that regular checks are carried out by the council.
Home tuition service
This provides academic support for pupils at home when they are temporarily unable to attend school for medical reasons or in some instances have been excluded from school.
Homelessness
The council can give advice and may be able to provide assistance to those who are, or who are in danger of, becoming homeless.
Household waste recycling sites
Waste can be brought in for recycling at the Burma Drive and Wilmington household waste recycling centres in east Hull, and also at the recently opened Wiltshire Road centre west Hull.
Housing advice
This can be provided at estate offices across the city for matters including housing repairs, tenancy problems, re-housing, and lettings.

Housing and Council Tax Benefit
Housing and Council Tax benefit is paid by the council to people on low incomes to help them pay their rent and Council Tax. The amount of benefit paid will depend on individual circumstances.
Housing grants
These can include renovation grants, disabled facilities grants, and energy saving and relocation grants.
Houses in multiple occupation
A house in multiple occupation is usually a large property that is separated into bedsits or converted into flats to house students or migrant workers. The properties must be registered with the council.
Hull Accredited Landlord Scheme (HALS)
This improves the quality of privately rented homes. The council works with landlords under the scheme to establish codes of management standards and a code of physical standards to improve properties across the city.
Hull City Hall
The venue plays host to a wide variety of entertainment from orchestras to rock concerts and comedy gigs. It also hosts civil wedding ceremonies.
Hull Citysafe
This is a partnership dedicated to reducing crime and disorder within the city. It produces a three-year Crime and Disorder Strategy and performance and monitoring reports to inform Hull residents of progress.
Hull Fair
The council organises this family event held every October at Walton Street.
Hull Museum Education
This service provides a range of learning experiences and projects based in the city’s museums and galleries for both adults and children.
Hull New Theatre
Ballet, opera, musical shows and plays all held at the council-run venue in Kingston Square.
Hull Screen
The cinema shows a diverse range of independent films and foreign language movies.
Industrial properties and development sites
The council supports the local economy by providing a wide range of premises and land to let, suitable for all uses, from large development sites to premises for retail and office use in and around the city.
Insect control
The council offers free advice on all aspects of pest control and will carry out treatment for wasps, bees, fleas, bedbugs, cockroaches and other insects.

The council’s website contains a wealth of information relating to council services and the city as a whole.
Interpretation and translation service
The council can provide assistance with both written and spoken communication. Interpreters can work either face-to-face or over the telephone. If you need information translated to or from another language, you can contact this service through Hull Connect. Please note, we may charge for this service.
